Article 312

In each municipality there shall be an administrative corporation popularly elected for periods of four (4) years that shall be called the municipal council, composed of no less than seven, nor more than twenty-one members as determined by law, according to the respective population.
The law shall determine the qualifications, disqualifications, and incompatibilities of councilors and the time of ordinary sessions of the councils. Councilors shall not have the status of public employees.
The law may determine the cases in which they are entitled to fees for their attendance at sessions. Their acceptance of any public employment constitutes an absolute absence.
