Interpretation
This article establishes peace as both a right and duty. This provision was fundamental for the constitutional validation of the peace process with FARC-EP and the 2016 Peace Agreement. The Constitutional Court has interpreted peace as a 'third generation' collective right, though it can have individual dimensions in armed conflict contexts. This reflects the Colombian reality of decades of internal armed conflict.
