The external relations of the state are based on national sovereignty, on respect for the self-determination of peoples, and on the recognition of the principles of international law approved by Colombia.

In the same manner, the foreign policy of Colombia shall be oriented toward the integration of Latin America and the Caribbean.

Interpretation

This article establishes the principles governing Colombia's international relations. The reference to 'principles of international law approved by Colombia' reflects a dualist approach to international law, unlike the monist tradition of some European states. The emphasis on Latin American integration echoes similar provisions in the Brazilian (Art. 4) and Argentine (Art. 75.24) constitutions. This article provides the basis for incorporating human rights treaties into the constitutional block.
