Article 299

In each department there shall be a popularly elected Corporation that shall exercise political control over the acts of the Governors, Cabinet Secretaries, Managers and Directors of Decentralized Institutes, and that shall be called the Departmental Assembly, which shall be composed of seven (7) members in the case of the Commissariats erected into departments by Article 309 of the National Constitution and, in other departments, of no less than eleven (11) nor more than thirty-one (31) members. Said Corporation shall enjoy administrative autonomy and its own budget.
The regime of disqualifications and incompatibilities of the deputies shall be fixed by statute. It may not be less strict than that stipulated for congresspersons in corresponding matters. The term of deputies shall be four years and they shall have the status of public servants.
To be elected deputy, one must be a citizen in the exercise of citizenship, not have been sentenced to deprivation of liberty, except for political crimes or culpable offenses, and have resided in the respective electoral district during the year immediately preceding the date of the election.
Members of the Departmental Assembly shall be entitled to remuneration during the corresponding sessions and shall be covered by a regime of benefits and social security, as established by statute.

Interpretation
This article regulates Departmental Assemblies as political and administrative control bodies at the departmental level. Unlike the US system where states have bicameral legislatures, Colombian departments have unicameral assemblies. The number of members varies by population, similar to state legislative apportionment in federal systems.
