Every individual has the right to present respectful petitions to the authorities on account of general or private interest and to secure prompt resolution of same. The legislative body shall be able to regulate its exercise by private organizations in order to guarantee fundamental rights.

Interpretation

This article establishes the right to petition. Unlike the US First Amendment's petition right which applies only to government, the Colombian provision can extend to private organizations affecting fundamental rights. Law 1755/2015 regulates response times (15 business days for information requests, 30 for consultations). This broad scope reflects the 'horizontal effect' of fundamental rights in Colombian constitutional law.
