Every individual is guaranteed the freedom to express and diffuse his/her thoughts and opinions, to transmit and receive information that is true and impartial, and to establish mass communications media.
The latter are free and have social responsibility. The right to make corrections under conditions of equity is guaranteed. There shall be no censorship.

Interpretation
This article guarantees freedom of expression, information, and press. Unlike the US First Amendment's near-absolute protection, the Colombian Constitution qualifies the right to receive 'true and impartial' information. The 'social responsibility' of media concept has supported electromagnetic spectrum regulations. The right to rectification follows the Inter-American tradition (American Convention Art. 14) absent from US constitutional law.
