The Departmental Assemblies, by means of ordinances, shall:
1. Regulate the exercise of functions and the provision of services under the Department's responsibility. 2. Issue provisions related to planning, economic and social development, financial and credit support to municipalities, tourism, transportation, environment, public works, communication routes, and the development of border areas. 3. Adopt, in accordance with the Law, economic and social development plans and programs and public works plans, with the determination of investments and measures considered necessary to promote their execution and ensure compliance. 4. Decree, in accordance with the Law, the taxes and contributions necessary for the fulfillment of departmental functions. 5. Issue the organic budget regulations of the department and the annual budget of revenues and expenditures. 6. Subject to the requirements established by the Law, create and suppress municipalities, segregate and add municipal territories, and organize provinces. 7. Determine the structure of the Departmental Administration, the functions of its dependencies, the remuneration scales corresponding to its different categories of employment; create public establishments and industrial or commercial enterprises of the department and authorize the formation of mixed economy companies. 8. Issue police regulations in all matters not covered by legal provisions. 9. Authorize the Governor of the Department to enter into contracts, negotiate loans, dispose of property, and exercise, pro tempore, specific functions belonging to the Departmental Assemblies. 10. Regulate, concurrently with the municipality, sports, education, and health as determined by the Law. 11. Request reports on the exercise of their functions from the Comptroller General of the Department, Cabinet Secretary, Heads of Administrative Departments, and Directors of Decentralized Institutes of the Departmental order. 12. Fulfill other functions assigned by the Constitution and the Law.

Interpretation
This article enumerates the functions of Departmental Assemblies. Ordinances (ordenanzas) are the departmental equivalent of national laws. The Governor's exclusive initiative in budgetary matters reflects executive initiative reservation in fiscal matters, similar to presidential initiative requirements at the national level found in many Latin American constitutions.
